Modernizing for a Sustainable Future: How a State Environmental Agency Transformed Its Legacy Systems with Microsoft Solutions

By - August 12, 2025

At RSM, we’re proud to help government agencies modernize and better serve their communities through innovative technology solutions. One recent example is our collaboration with a southeastern state’s environmental protection agency, where we led a multi-million-dollar initiative to replace outdated legacy systems with a secure, centralized platform designed for long-term success.

The Challenge: A Complex Landscape of Legacy Systems

The agency, headquartered in a major metropolitan area, faced a common challenge in the public sector: fragmented, aging technology infrastructure. Information was dispersed across many systems, complicating efforts to comply with federal environmental regulations, maintain data accuracy, and operate efficiently. Security concerns and data inconsistencies further hindered day-to-day operations.

The Solution: Unified, Cloud-Based Modernization

RSM partnered with the agency to implement a modernization roadmap tailored to their specific needs. Leveraging Microsoft Azure Government Cloud and Microsoft Dynamics 365 (Finance & Supply Chain and Customer Engagement), we helped establish a unified and secure platform that serves as a transparent, single source of truth system. The solution also included Power Pages for a public-facing portal, dual write integration, and a comprehensive governance framework to support lifecycle management and long-term scalability.

Results That Matter

With the new platform in place, the agency now benefits from:

  • A comprehensive CRM and ERP solution
  • Unified data and transparency across the agency
  • Streamlined financial and document management
  • An enhanced customer service portal
  • Stronger data integrity and centralized reporting

This transformation strengthens the agency’s ability to fulfill its mission while driving lasting operational improvements.

Why RSM?

This project was built on a long-standing relationship with the state and a deep understanding of the agency’s evolving needs. Our approach emphasized:

  • Customized, scalable Microsoft solutions
  • Seamless collaboration with cross-agency teams
  • Strategic alignment with Microsoft to ensure tools and training were in place for long-term adoption

“This project marks a significant milestone for the agency and the state, and we’re excited to continue driving innovation to better serve residents,” said Tessa McCorkle, Technology Consulting Supervisor at RSM.

What’s Next

The modernization effort continues, with the current scope including enhancements and automation, customer lifecycle governance, and consolidation of siloed systems into a single, streamlined platform. As we move forward, we remain committed to helping public sector organizations embrace innovation and deliver better outcomes for the communities they serve.
