Stay ahead in the dynamic world of government contracting with our roundup of the top five must-know updates from this week.
- GovCon Index Performance: The GovCon Index posted its third straight monthly loss, despite a modest 0.18% week-on-week loss from November 25-29. The index, which tracks the stock performances of 30 major government contractors, saw its last winning month in August. Notable performers include Palantir Technologies, which closed at $67.08 with a 61.4% monthly gain, and Boeing, which gained 8.39%.
- Space Force Civilian Talent Pipeline: The Space Force, in partnership with the Office of the Secretary of Defense, is piloting a program similar to the Reserve Officer Training Corps (ROTC) but for civilian careers. This program allows college students at participating universities to gain firsthand experience working with the Space Force and guarantees them a civilian job upon graduation. This initiative aims to build a robust civilian talent pipeline for the newest military branch
- Federal Procurement Reforms: There is a growing call for federal procurement reforms to reduce compliance hurdles and update outdated policies. The Trump administration is encouraged to embrace non-traditional procurement methods, such as other transaction agreements (OTAs) and commercial solutions openings (CSOs), to foster technological innovation and streamline regulatory burdens. Expanding the use of these methods can help the government quickly acquire novel solutions from non-traditional vendors.
- CMMC Final Rule: The Department of Defense (DoD) has published the final rule for the Cybersecurity Maturity Model Certification (CMMC) program. This rule requires contractors to meet specific cybersecurity standards to protect Controlled Unclassified Information (CUI) and Federal Contract Information (FCI). The final rule outlines a tiered assessment model and mandates third-party verification for contractors handling CUI. The rule aims to enhance the cybersecurity posture of the Defense Industrial Base.
- SBA’s Rule of Two Expansion: The Small Business Administration (SBA) is expanding the “Rule of Two,” which requires federal agencies to set aside procurements for small businesses if there is a reasonable expectation that at least two small businesses will submit offers at fair market prices. This rule, which previously applied to open market competitions, will now also apply to multiple award contract vehicles. This expansion aims to increase small business participation in government contracting.
