  2. General Services Administration (GSA) Final Rules: On July 3, the GSA published two final rules amending the GSA Acquisition Regulation (GSAR), effective August 2, 2024:
    • Removing the GSA Payments Clause for Non-Commercial Contracts: This rule eliminates the requirement for contractors to submit an invoice or voucher for non-commercial fixed-price contracts for supplies and services.
    • Standardizing the Identification of Deviations: This rule aims to improve consistency and readability by standardizing language related to approved FAR deviations.
  3. Department of Defense (DOD) Final Rule: The DOD has updated the Defense Federal Acquisition Regulation Supplement (DFARS) to increase the fee limit for architect and engineering services from 6% to 10% of a project’s estimated construction costs. This rule will be effective August 26, 2024.
  4. False Claims Act Allegations: Two contractors are facing millions of dollars in fines due to allegations under the False Claims Act. This development underscores the importance of compliance and the potential financial risks associated with violations.
  5. Chevron Reversal Impact: The U.S. Supreme Court’s decision in Loper Bright Enterprises v. Raimondo has overturned decades of precedent that required courts to defer to federal agencies’ interpretations of ambiguous laws. This ruling could have far-reaching effects on government contracting and regulatory practices.
