Project Overview:
In May 2022, a government project management team developed and launched GEMS 2.0, a next-generation investment lifecycle case management solution that integrates customer relationship management (CRM) capabilities. Leveraging a Low-Code Application Platform (LCAP), GEMS 2.0 provides robust reporting and analytics through dashboards and other data-driven features. The team selected RSM as the solution provider after a rigorous procurement process, outlined below:
Pre-Implementation Process:
The project’s development included several key steps:
Proof-of-Concept (PoC): Conducted to evaluate the team’s ability to deliver actionable insights from lifecycle data through interactive dashboards.
Tool Reassessment: Determined that the team’s tools would need an overhaul to fully support advanced data insights.
Research and Analysis: Assessed low-code platforms with input from team experiences, other government entities, and industry research.
Business Case Justification: Findings provided the basis for replacing legacy tools with GEMS 2.0 to streamline and unify processes.
User Stories and Requirements: Documented over 130 investment management and project assurance processes, laying out the project investment lifecycle requirements.
Request for Information and Evaluation: Published detailed requirements and invited solution providers to respond. Following evaluations and references, four providers were shortlisted from over ten, and RSM was ultimately selected.
Results After RSM Engagement (Phase 1):
With RSM’s support, Phase 1 of GEMS 2.0 successfully replaced legacy tools and integrated disparate data sources into a cohesive LCAP environment. This new ecosystem streamlined operations and improved transparency for key stakeholders.
Results Achieved:
Simplified Onboarding: An enhanced online guide improved the submission experience for technology investments.
Integrated Product Ecosystem: Data once siloed across systems is now accessible through cloud-hosted infrastructure, improving interoperability for project management stakeholders.
Centralized Dashboard Insights: Reliable, cloud-based data insights support confident planning and strategy for project portfolios.
360-Degree View: The solution links investment lifecycle data with case management, CRM, and project assurance, creating a holistic view of the organization’s enterprise projects.
Empowered Team Members: Citizen developers now have access to AI-powered tools and predictive analytics, facilitating automated risk scoring and portfolio prioritization.
Future-Proofing with AI: Phase 2 will focus on deploying conversational AI to scale and enhance project assurance use cases across the organization.
Conclusion:
With GEMS 2.0, the team and RSM have built a scalable, data-driven project management solution, positioning the organization to meet future needs with advanced AI and streamlined data visibility.
